ABOUT OUR JOB

The Operations Engineering Manager position serves as a technical specialist in the planning, operation, improvement and maintenance activities for public facilities, systems, and programs through the application of advanced Engineering principles, in support of the Water, Water Reclamation, and Solid Waste Divisions.


Essential Duties and Responsibilities:

  • Demonstrates advanced knowledge of design, construction and operation of public infrastructure, facilities, and systems; applies extensive, diverse knowledge of applicable engineering principles and practice; assists upper-level management as a technical specialist for advanced engineering concepts, principles and methods; resolves questions related to crucial issues and unique conditions; provides technical information to other City departments.
  • Manages multiple complex projects; leads multi-disciplinary teams, effectively facilitates meetings and maintains open communication, to ensure key objectives are met; routinely represents the organization through presentations and communication with stakeholders, staff, consultants, developers, contractors, elected officials and the general public.
  • Identifies deficiencies and prioritizes improvements; defines projects cope and budget; identifies and obtains alternate funding sources; allocates resources; provides oversight for implementation and maintenance of City systems and facilities; reviews operational procedures to ensure compliance with applicable policies and regulatory standards.
  • Provides direct consultant management; oversees general project coordination and review; directs the consultant solicitation process to facilitate the selection and hiring of consultants; approves contract negotiations; approves project plans, documents, designs, specifications, submittals, scope, budget, and schedule for conformity and quality assurance; reviews and approves consultant deliverables.
  • Interprets intent of policy, procedures, specifications, criteria, ordinances, statutes, regulatory requirements and laws and monitors compliance with same; provides direction on updates to criteria, standards, policies and procedures to ensure consistency with same.
  • Provides peer review and technical guidance to Senior Engineers, Project Engineers, Staff Engineers and other Public Works staff; seeks out training and education opportunities to increase technical, communication, leadership, and customer service skills; stays informed of new developments, methods, and requirements affecting the organization; is actively involved in industry-specific professional organizations.
  • May be required to provide leadership, mentoring, and direct supervision of staff.
  • May assume applicable duties of the Assistant Public Works Director in their absence.

This position will remain open until filled. The anticipated starting salary range for this position is $96,443.25 plus a generous benefits package, commensurate with the minimum qualifications for this position. The City of Rapid City will consider additional compensation for an exceptional candidate.

Executive Director/Concrete Specialist


Basic Function of the Position:

This position is focused on promoting concrete as the material of choice in South Dakota. This individual will develop and implement promotion plans targeting decision makers in ways that ensure objectives are met and measured results are achieved. The Executive Director is the lead individual for SDRMCA, its membership, and maintains the functions of a 501c6 trade association.


Duties and Responsibilities:

A. Develop and maintain positive, productive relationships with a range of firms and persons involved in the decision-making process, including but not limited to:

  1. Consulting engineering firms
  2. Project owners, both public and private
  3. Architects
  4. Developers
  5. Contractors

B. Plan, develop, and conduct individual and group promotional calls, presentations, workshops, seminars, and jobsite/plant tours.

  1. Review and expand SDRMCA’s existing database of target audience contacts.
  2. Execute promotion support activities such as technical/literature mailings and email/verbal follow-ups with prospects.

C. Act as the SDRMCA Membership liaison for recruitment and retention.

  1. With the assistance of the membership, identify and contact potential members with the goal of membership growth for the Association.
  2. Coordinate social/networking events – Summer Golf Outing etc.
  3. Maintain member directory and membership materials.

D. Organize and host the statewide ACI Certification Program.

  1. Maintain American Concrete Institute (ACI) Local Sponsoring Group status.
  2. Reserve classroom and performance exam dates and coordinate venues with the SDDOT, the SDRMCA Board, and industry stakeholders.
  3. Create registration events. Order and ship study materials.
  4. Recruit volunteer supplemental examiners, locate equipment, and concrete donations for exam day.
  5. Become an ACI approved examiner.

E. Other duties and responsibilities:

  1. Achieve product application expertise, including industry software and life-cycle cost analysis.
  2. Attend Association meetings and activities along with those of related industries as directed by the Board.
  3. Organize and host the Association’s annual conference and awards program.
  4. Maintain the Association office with outside staff support as needed. Duties to include normal administrative functions, bylaws, budgets, website, and handling requests/questions from members and the public. (Some general administrative and accounting assistance is provided.)
  5. Provide regular reporting of promotional activities and results to the Executive Committee.
  6. Perform other duties as may be directed by the Board.


Travel:

In-state travel for promotional efforts and membership contacts is expected and expenses are covered by SDRMCA. Requests for out of state travel for conventions, seminars, etc. will be approved by the Executive Committee.


Supervisory Relationships:

The Executive Director reports to and works with the Executive Committee, and, on occasion, the full Board.


Evaluation:

The SDRMCA Board of Directors conducts Performance Reviews no later than six months from date of hire and a minimum of once per year subsequently. These reviews are the basis for compensation adjustment and/or review of duties and outsourced assistance.


Qualifications:

A degree in construction management, concrete industry management, engineering, marketing/business development or related field is required.

  1. Experience in concrete related engineering, construction, testing, specifications, and/or project management experience is preferred.
  2. Maintain a current Driver’s License
  3. Act in a respectful, professional manner, at all times, with all people.


Salary and Benefits:

Executive Director


The Dakota Asphalt Pavement Association (DAPA) is a nonprofit trade association committed to the promotion of asphalt pavement by dedication to quality asphalt paving through engineering, research and education. Its membership is comprised of asphalt producers and companies affiliated with the asphalt industry in North and South Dakota. 


DAPA is seeking a full-time Executive Director (ED). The Executive Director will report to the Board of Directors (BOD) of the Dakota Asphalt Pavement Association (DAPA) and be a part of the BOD without voting rights.


The ED recommends and participates in the formulation of new policies and makes decisions within existing policies as approved by the BOD. The ED oversees the planning, organizing, and coordination of programs and activities of the Association to assure that objectives and plans are fulfilled, and member needs are addressed. The ED must maintain effective internal and external relationships. 


POSITION INFORMATION:

The DAPA office is in Pierre, SD. However, upon approval of the BOD, the candidate may relocate the DAPA office and/or work remotely as the position requires statewide travel across ND/SD specifically and, intermittently, the region.


Starting salary is $100,000.00 but may be increased depending on qualifications and work experience. Health and retirement will also be discussed and offered to the candidate to fit their specific need. In the past, a vehicle has been provided for the ED and an expense account commensurate with travel requirements. DAPA is an equal opportunity employer.


REQUIREMENTS

Education:

Undergraduate Degree in Civil Engineering (PE Preferred) or Construction Science Management OR a minimum of 8-10 years’ experience in the asphalt paving industry in either the private or public sector.


Qualifications:

  • Strong technical background in asphalt design, construction, and maintenance.
  • Strong technical background or experience in pavement design, pavement management and construction including project development skills.
  • Strong verbal and written communication skills; comfortable with public speaking.
  • Proficient computer skills and experience using Microsoft Office (experience using and analyzing Excel preferred) and database applications.
  • In-depth knowledge of NDDOT/SDDOT Specifications, Policies and Procedures.
  • Demonstrated leadership skills.
  • Some travel may be required to attend regional or national seminars and extensive travel is required to meet the objectives of the position.

DUTIES

Within the limits of the Bylaws and Articles of Incorporation, the ED is responsible for and has authority to accomplish the duties including but not limited to those set forth below.  These duties are subject to amendments at the discretion of the BOD.

  • Inform the Board of Directors of the condition and operations of the Association and key factors or conditions that might be of influence.  Attends all meetings of the BOD and any Committees formed by the BOD.
  • Plans, formulates, and recommends for the approval of the Board of Directors basic policies and programs which will further the objectives of the Association.
  • Executes all decisions of the Board of Directors except when the BOD makes other assignment.
  • Develops for the purpose of day-to-day administration policies, procedures, and programs to implement the policies established by the Board of Directors including contracts and commitments to support same.
  • Recruits, hires, terminates, trains, and oversees Association personnel.  To include performance reviews, salary increases and bonuses.  Develops outside service agreements to support this responsibility.
  • Serves as liaison and support to association committee chairpersons and committees to enable them to properly perform their functions.  Sees that committee decisions and recommendations are submitted to the Board of Directors for approval.
  • Promotes interest and participation in the Association’s activities on the part of the membership and reports activities of the Board of Directors and the Association to the membership.
  • Builds and maintains effective relationships with other organizations and governmental agencies (National, State and Local) and enhances the position of the Association, and its members, in accordance with the policies and objectives of the organization.
  • Develops, recommends and upon approval of the Board of Directors, operates within an annual budget.
  • Prepares reports on subjects of interest and disseminates them to the membership and/or customer base.
  • Oversees the planning, coordination and execution of the Association’s Annual Business Meeting and Conference and other seminars, workshops and programs to promote the industry and assist its membership and customer base.  This can include directing and executing the Bituminous Certification training and implementation for public agencies in the Dakota’s.
  • Maintains records relating to membership and collection of dues and asphalt quantities and relevant public projects.
  • Plans and prepares all communications to the membership.
  • Maintains personal contact with membership and customer base through periodic visits and calls, to the greatest degree possible.
  • Acts as technical expert or develops staff or consulting service to assist members, government agencies, and others in and outside of the industry with asphalt related products and technology and will be responsible for keeping up with the latest trends and technology in asphalt mix design, pavement design and construction.
  • Prepare technical reports, articles and bulletins for industry when necessary.
  • Participate on various technical committees with other partner associations or agencies.
  • Increases the industry presence with engineers, architects and owners to help educate them on the industry and help transformation to new industry practices and specifications.
  • Attendance at association, county & municipal engineer, and professional meetings including Planning Committee duties for the annual ND and SD Asphalt Conferences and promoting and supporting same.  These meetings frequently include speaking engagements by the ED and/or recruiting presenters of National or Local expertise.
  • Frequently represent industry before agency offices (federal, state, cities and counties).
  • Promote industry before engineering and construction science management programs at various ND and SD colleges and universities.
  • Frequently visit proposed and ongoing projects, and member facilities across North and South Dakota.
  • Work with state, county and local agencies in the Dakotas as asphalt and asphalt materials or related specifications and policies are revised. 
  • Direct DAPA’s research efforts:  Including submitting and supporting research proposals and RFPs on strategic industry targeted research, lobbying, and promoting research on targeted industry objectives, serving on Technical Review Committees for the DOT’s, and working on National and Regional research review committees.
  • Direct and promote DAPA/Agency Quality Pavement Awards Program.
  • Conducts other such responsibilities as may be delegated by the Board of Directors.

Typical roles and timing are expected to look like:

  • Process Engineer at our headquarters in Sioux Falls, SD, where you will focus on learning POET’s operations support model and the POET Bioprocessing structure while supporting the bioprocessing facilities. (~3-6 months)
  • Plant Technician on one of our 33 Bioprocessing facilities’ teams learning bioprocessing operations. This invaluable experience will grow your knowledge of POET’s bioprocessing technology that will serve as a foundation for your future growth. (~6 months)
  • Regional Plant Engineer providing support for your assigned region’s Bios. In this role you will advance your engineering skills in the areas of operations, technology, and project management. In this role you will lead major capital projects, along with technology design and implementation. (~24 months)
  • Operations Supervisor, leading one of our Bioprocessing teams in carrying out day-day duties at the plant. This will provide your initial exposure to the responsibility of leading teams in their operational duties. Responsibilities will include supervision, safety, environmental, quality, along with learning in-depth bioprocessing technology and operations. (~12 months)
  • Ultimately, you will be placed in a Bioprocessing Managerial Role where you will have departmental responsibility for a larger team building advanced leadership skills. This role will provide exposure to financials, HR considerations, team member development and the challenges and rewards associated with leading an entire department. (~24 months)


This path will provide the exposures, training and experiences necessary to prepare you for a Sr. level engineering or operational role within one of POET’s many Bioprocessing teams or complementary business units.

PROCESS AUTOMATION ENGINEER

JOB SUMMARY

We work closely as a multi-disciplinary team, in a dynamic, fast-paced, ever-changing environment delivering the best product in the industry.

 

The Process Automation Engineer is responsible for supporting, design, implementation, and specification of industrial plant automation systems and associated tasks. The Process Automation Engineer works under the close guidance of Senior Engineers to complete assignments and develop knowledge and skills. The Process Automation Engineer has knowledge of commonly used concepts, practices, and procedures within their field.

 

DURING A TYPICAL DAY (IF THERE IS ONE)…

  • Designs detailed control loops and strategies involving system design, configuration, testing, cutover, and start-up.
  • Work with customers and other engineering disciplines to design and implement detailed control strategies.
  • Optimize and improve current control strategies at multiple existing sites.
  • Adhere to POET standards for DCS hardware and configuration design while ensuring any applicable safety and regulatory standards are met.
  • Configure Emerson Delta V control systems, including:
    • System and software design
    • Programming and configuration
    • Sequence and interlock logic
    • Graphic configuration
    • Database development
    • Documentation
  • Troubleshoot/debug software and hardware issues (after-hours work may be necessary depending on the situation).
  • Support onsite commissioning activities including hardware installation and checkout, wiring checkout and valve and instrumentation checkout and calibration.
  • Prepare proposals, write specifications and coordinate installation of equipment, materials, and systems.
  • Meet all safety, budget, and schedule requirements.
  • Assist in new technology research and testing to improve processes.

DURING A TYPICAL DAY (IF THERE IS ONE)…

  • Work with the design team to define project needs, work though layout considerations, and find creative solutions to objectives.
  • Design, analyze, and specify process piping systems, various equipment, HVAC systems, and plumbing systems.
  • Prepare, review, and approve drawings produced by the Mechanical Engineering team.
  • Estimate costs, resource, and material needs for projects.
  • Work with vendors and contractors on various tasks, including bid packages, specifications, ordering materials and equipment, approving drawings and specifications, and aiding in installation oversight.
  • Meet all safety, budget, and schedule requirements.
  • Assist in new technology research and testing to improve processes.
  • Assist with on-site commissioning and start-up activities.
  • Provide on-going engineering support to other POET groups and facilities.
  • Foster a culture of safe behavior and environmental compliance at all times.
  • Maintain a team environment at all times and champion POET in the community

    STRENGTHS OF A SUCCESSFUL CANDIDATE

    • Bachelor’s degree or greater in Agricultural, Milling, or Mechanical Engineering, or equivalent engineering field, required.
    • Experience requirements:
      • Mechanical Engineer I: No experience required.
      • Mechanical Engineer II: 4 or more years of overall experience with 3 or more years of experience in a related industry.
      • Mechanical Engineer III: 8 or more years of overall experience with 6 or more years of experience in a related industry.
      • Senior Mechanical Engineer: 12 or more years of overall experience with 10 or more years of experience in a related industry.
    • Successful completion of the Fundamentals of Engineering examination preferred.
    • Excellent organizational, time management, and communication skills as well as the ability to adapt to change.
    • You communicate effectively in writing and in person.
    • You have the ability to understand technical and day to day operation of a bioprocessing facility.
    • You know the basics of Microsoft Office Suite. You’re capable of learning new programs.

    WORK ENVIRONMENT

    • Up to 25% travel will be part of the norm for this position to visit the bioprocessing facilities for meetings, project development, construction oversight, and commissioning and startup activities. At times overnight travel may be required.
    • The work environment at POET is dynamic. You should expect a balance between time spent in the office and at the bioprocessing facility, which may include some physical labor helping your team members.

    Civil Engineer


    Sayre Associates, Inc., a civil engineering firm in Sioux Falls, SD, is seeking a Civil Engineer to perform design on a variety of projects, including site design, street design, utility plans, drainage plans and erosion control. Applicants must have a degree in Civil Engineering, and 3+ years of experience performing civil design tasks is preferred. A working knowledge of Civil 3D or MicroStation is beneficial. Salary is dependent on experience, with possibility of a sign on bonus depending on experience.
